Council budgets run from April to March. Part years are marked, so compare them by the monthly average rather than the total.

Where money may be wasted, year by year

The same categories as on Council Watch, totalled for each financial year across every payment line. These show what was paid, not whether it was good value.

  • Agency staff

    Up £60k in 2025/26 on 2024/25

    • 2022/23(part year)£5.13m
    • 2023/24£22m
    • 2024/25£35.3m
    • 2025/26£35.3m
    • 2026/27(part year)£14.8m

Temporary workers fill gaps quickly, but relying on agencies for long periods usually costs more than employing people directly.

  • Consultants and professional fees

    Down £266k in 2025/26 on 2024/25

    • 2022/23(part year)£6.08m
    • 2023/24£19.2m
    • 2024/25£17.5m
    • 2025/26£17.2m
    • 2026/27(part year)£6.97m

Councils bring in outside experts when they lack the skills in-house. Large, regular sums raise the question of whether staff could do the work for less.

  • Hotels

    Up £4.72m in 2025/26 on 2024/25

    • 2022/23(part year)£3.81m
    • 2023/24£20.6m
    • 2024/25£29.4m
    • 2025/26£34.2m
    • 2026/27(part year)£16.7m

Booked through the council's travel agent. This can include emergency rooms for homeless households as well as staff travel. The file doesn't say which.

  • Taxis

    Up £3.1m in 2025/26 on 2024/25

    • 2022/23(part year)£1.69m
    • 2023/24£6.77m
    • 2024/25£7.53m
    • 2025/26£10.6m
    • 2026/27(part year)£4.78m

Councils use taxis for things like home-to-school transport for pupils with special needs and moving vulnerable people. The file doesn't say what each journey was for.

  • Interest on borrowing

    Up £1.49m in 2025/26 on 2024/25

    • 2022/23(part year)£0
    • 2023/24£0
    • 2024/25£12.2m
    • 2025/26£13.7m
    • 2026/27(part year)£12.9m

Money spent servicing loans is money not spent on services. It includes loans from the government and from other councils.

Interest payments only appear in the files from July 2024.

  • Outside lawyers

    Up £1.01m in 2025/26 on 2024/25

    • 2022/23(part year)£550k
    • 2023/24£2.31m
    • 2024/25£3.91m
    • 2025/26£4.92m
    • 2026/27(part year)£1.6m

Outside legal advice is expensive. Rising legal bills can point to disputes, claims or contracts going wrong.

  • Coded only as "miscellaneous"

    Up £2.45m in 2025/26 on 2024/25

    • 2022/23(part year)£8.4m
    • 2023/24£35.7m
    • 2024/25£45.6m
    • 2025/26£48.1m
    • 2026/27(part year)£43.4m

The council coded these payments as general or miscellaneous, so the file doesn't say what they bought. The supplier name is often the only clue.

  • Supplier name withheld

    Down £539k in 2025/26 on 2024/25

    • 2022/23(part year)£598k
    • 2023/24£2.78m
    • 2024/25£5.27m
    • 2025/26£4.74m
    • 2026/27(part year)£2.12m

The council has withheld who was paid, citing commercial confidentiality. You can ask the council who they were with a freedom of information request.

  • Refunds and corrections

    Down £10.6m in 2025/26 on 2024/25

    • 2022/23(part year)-£3.25m
    • 2023/24-£25.5m
    • 2024/25-£23.1m
    • 2025/26-£33.7m
    • 2026/27(part year)-£5.93m

Money coming back or mistakes being reversed. A lot of corrections can be a sign of payments going out wrongly in the first place.

Bins, street cleaning and parks

Payments for waste: the Merseyside waste disposal levy and, until 1 November 2025, the council's own company Liverpool Streetscene Services Ltd, which ran bin collection, street cleaning and parks maintenance before the council took them in-house. After that the staff costs are wages, which these files don't include, so the drop reflects the change in how the services are paid for.

  • 2022/23(part year)£19.9m
  • 2023/24£55.3m
  • 2024/25£67.5m
  • 2025/26£55.6m
  • 2026/27(part year)£15.1m

Biggest increases: 2024/25 to 2025/26

Suppliers whose itemised payments grew most between the last two full years. A rise often means a new contract or a big project starting, so treat it as a question to ask, not an answer.

About these figures

Taken from the council's monthly payments over £500 files, which record when a payment was made, not when the work was done. Figures are net of refunds and corrections. Before mid-2024 the council's system cut labels to 20 characters; we read both forms the same way so years compare fairly. Care, hotels, taxis and running costs are grouped by the same rules used on Council Watch. Staff wages and payments under £500 are not in the files.
